Job Summary

Colorado PERA is seeking an HR Generalist with a focus in employee benefits. Our ideal candidate is a detail and deadline-oriented individual who is highly organized. We are seeking someone with experience with benefits such as medical, dental, vision, disability plans, flexible spending and other benefits. They are reliable, a great communicator who has a commitment to quality and confidentiality.  This position serves as a resource to all employees within the organization providing Human Resources support and guidance. This role has a focus and subject matter expert responsible for managing PERAs employee benefit plans and related compliance.

Essential Functions

  • Serves as a subject matter expert for and administers all PERA employee benefit programs including health insurance, life insurance, flexible spending, vision, dental, employee assistance, PERA retiree insurance subsidy, tuition reimbursement, transit and fitness subsidies
  • Serves as a subject matter expert within the benefits module of the HRMS.
  • Prepares and communicates information to employees about benefit programs, procedures, changes, and government-mandated disclosures
  • Provides prompt assistance to employees to answer benefit questions, resolve problems related to access to or payment of benefits, orient newly eligible employees, and process benefit enrollment/changes through the HRMS
  • Monitors the HRMS for accuracy
  • Performs monthly reconciliation of vendor invoices, including communication with Payroll and Accounting
  • Designs, implements, and ensures a smooth open enrollment process annually
  • Facilitates the annual ACA reporting through the HRMS ensuring data is accurate
  • Conducts periodic reviews of benefit plans for compliance with company policies, government regulations, and accurate reporting
  • Maintains knowledge of and analyzes government regulations including but not limited to HIPAA and ACA, benefit program trends, and prevailing practices among similar organizations
  • Participates in review of benefits experience for cost-control and risk-assessment factors
  • Ensures and maintains employee files and other records according to policy and legal mandates
  • In coordination with the HR Director, administers PERAs Safety Program including Workers Compensation, ergonomics, annual MVR process
  • Develops and drives employee wellness initiatives
  • Cross-trains and serves as a back-up for talent acquisition
  • Maintains knowledge of company employee handbook, benefits, policies, and procedures
  • May be assigned special projects and initiatives including backing up other team members
  • Maintains regular and prompt attendance in the workplace
  • Performs other duties as assigned

Skills and Qualifications

  • Bachelors degree and 2-5 years of benefit experience; or equivalent combination of education and experience
  • CBP, PHR, SPHR, or CEBS designations desired
  • HRMS system experience;
  • Proficiency in MS Office Suite
  • Knowledge of healthcare principles and contract language
  • Familiarity with federal and state laws/regulations relating to insurance programs, including the HIPAA and the ACA
  • Strong attention to details, excellent analytical and mathematics skills to ensure accuracy and clarity
  • Demonstrated ability to comprehend and communicate complex benefits information
  • Strong interpersonal and professional collaboration skills capable of interacting with a variety of personalities
  • Effective communicator, able to clearly relay information both verbally and in writing
  • Experience exercising ethical decision-making
  • Ability to analyze a problem/situation, and strategically plan to achieve the best possible solutions
