IPMA-HR Colorado is excited to announce a second session by Chuck Passaglia!

Governments are uniquely-different employers under the federal Fair Labor Standards Act (FLSA). This session will describe some of the more favorable rules public employers have in managing the hours worked and compensation of their employees. Specifically, we will address special rules for exempt employees, the ability of employees to volunteer, important workers excluded from the FLSA, and particular overtime exceptions for public employers.

This session will be hosted virtually, via WebEx.

About the Presenter:


Chuck Passaglia is an employment law attorney who has represented both employers and employees in employment disputes. He sees both sides of workplace conflicts. Prior to forming Employment Law Solutions Inc., Chuck Passaglia had already presented hundreds of classes, seminars and lectures to businesses, non-profit organizations, and human resources’ groups. He has also written frequently on employment law topics. His published works include the following: Contributing Author, The Practitioner’s Guide to Colorado Employment Law (CLE in Colorado, Inc. 1998 & 2006); “Appearance Discrimination: The Evidence of the Weight,” The Colorado Lawyer (April 1994); “State Laws: A Growing Minefield for Employers,” The Colorado Lawyer (May 1994); “USERRA: Bolstering Veterans’ Rights,” The Colorado Lawyer (March 1995) and “The FMLA at Four: Insights and Ideas for the Employment Lawyer,” The Colorado Lawyer (November 1997).

Before he formed his own practice, Mr. Passaglia was in-house counsel to Mountain States Employers Council Inc.; was as a litigation associate with Moye, Giles, O’Keefe, Vermeire & Gorrell in Denver; and served on active duty in the United States Navy Judge Advocate General’s (JAG) Corps. He served on the staff of the Amphibious Task Group Commander during combat support operations in the Persian Gulf War (“Operation Desert Storm”) and, more recently, he was on duty at the North American Aerospace Defense (NORAD) Command, in Cheyenne Mountain, Colorado, during the 9/11 attacks on America.

Mr. Passaglia is from Littleton, Colorado. He graduated from St. Louis University, a Jesuit college in St. Louis, Missouri, with a B.A., magna cum laude, in Philosophy. He received his law degree from the University of Denver College of Law, where he served on the Board of Editors of the Denver University Law Review.

Active in his community, Mr. Passaglia holds the rank of Captain in the United States Navy Reserve; is an adjunct faculty member for Regis University, in Denver, Colorado; served as Legislative Affairs Director for the Colorado State SHRM Council; and was a volunteer for the Colorado Committee for the Employer Support of the Guard and Reserve.
