The Human Resources office within the Colorado Department of Labor exists to attract, develop and retain a high quality and engaged workforce for CDLE as they strive to become a Model Employer/Employer of Choice. They strive to provide exceptional customer service through the delivery of human resources functions including recruitment/selection, job evaluation, pay and benefits administration, workforce planning, performance management, employee relations, risk management (workers’ compensation, ergonomics, wellness), leave management, dispute resolution, employee learning and development, compliance with personnel rule and state/federal law. They provide consultation and guidance to managers and employees on a variety of employment related matters, maintain official position and personnel files and HR metrics to inform department decisions and strategy.

This position is responsible for designing, implementing, and managing CDLE’s compensation programs including base pay, promotional pay, incentive awards, in-range salary movements and discretionary pay. This position will determine and recommend salaries and pay changes as they relate to the Equal Pay Act. Develops department policies and processes to support the department’s compensation philosophy. Designs and implements processes for auditing compensation, and designs reporting and metrics to inform and track departmental goals related to compensation and EDI. Designs and delivers compensation training and guidance to managers and employees on salary policies, procedures and rules and laws.

MINIMUM QUALIFICATIONS:

  • Education and Experience: Bachelor’s degree from an accredited institution in Human Resources, Business Administration or Public Administration or a closely related field.
  • AND Three years of professional experience as a Compensation Analyst.
  • Must be certified in job evaluation via the State Personnel Certification Program (SPCP) or obtain certification within one year of hire date.
  • Substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Experience providing data analytics to executive level leadership
  • Demonstrated analytical skills and analytics software.
  • Expert level expertise with Excel Expert level expertise with Google including Google forms and sheets
  • Job evaluation experience
  • Demonstrated problem solving skills
  • Excellent written and interpersonal skills
  • Certified Compensation Professional (CCP) certification PHR, SHRM (SHRM-CP) or HRCI (PHR) certification
